Access to Adoption Records Is Restricted by Law
Russian adoption records are protected by privacy law. Original documents—the adoption certificate from ZAGS and the court decision—can only be requested by the parties directly entitled: the adoptee (once they reach adulthood, usually 18 years old), the adoptive parents, or a legal representative acting under a power of attorney. If you are not one of these parties, we cannot and will not file a request on your behalf. We work under a power of attorney from an entitled person and advise what is and is not obtainable in each case. The court decision and adoption certificate are often sealed or restricted, and some archives limit access to copies only, not originals. We will tell you honestly what documents can be retrieved, in what form, and within what timeframe—this depends on the archive, the region, and the age of the case.
If you have the adoption documents already but need certified translations and apostille for use abroad (for citizenship applications, passport registration, inheritance matters, or genealogy), we can handle that without needing to retrieve from an archive. If you do not have the documents and are entitled to them under Russian law, we can advise on the retrieval process, request them under a power of attorney, and then apostille and translate them for you. The entire process is confidential: we do not share details of your adoption with third parties, and we store documents securely during processing.

Who is entitled to request Russian adoption documents?

Social workers, genealogy researchers, and other third parties do not have legal access. We only file requests on behalf of entitled persons and only with valid authorization from them.
