Which Certificate Does a Foreign Authority Ask For?
The Social Fund of Russia (Социальный фонд России, SFR) issues several types of certificates about pensions and insurance records. Foreign pension authorities, social-benefit agencies, and banks often ask for one of these when you need to prove a Russian pension for benefit claims, residency, or income verification abroad. The most common certificates are a proof of pension amount (размер пенсии), needed when a foreign pension authority is calculating an offset or cross-border benefit; a proof that a pension was awarded (назначение пенсии), which shows when your Russian pension started; or — surprisingly often — a proof that you are NOT receiving a Russian pension (неполучение пенсии), which foreign systems request to avoid double-payment. A few agencies also ask for an insurance record (справка о страховом стаже) to verify your years of contributions in Russia.
The SFR can issue these certificates, but the process depends on where you are. If you are in Russia, you can request a certificate in person at an SFR office, or online via Gosuslugi. If you are abroad, the fastest and most reliable method is usually to send us a power of attorney, drafted in Russia so the SFR recognizes it. We obtain the certificate from the SFR, arrange apostille if your receiving country requires it, translate it into the language the receiving authority expects, and courier the original to your address abroad. Many foreign offices accept a certified scan or PDF in place of the original, which saves time — tell us and we can send that first while the original is in transit.

Germany's pension office asked for proof of my Russian pension — which certificate do I need?
German authorities typically ask for a proof of pension amount (размер пенсии) or proof of pension award (назначение пенсии) so they can calculate offsets or cross-border benefits. Some also ask for proof that you do not receive another Russian pension to avoid duplication. Tell us the German authority's name and their question, and we will advise which certificate to order and whether apostille and translation are needed for that specific office.
What if the foreign office asks for a certificate showing I am NOT receiving a Russian pension?
This is called a справка о неполучении пенсии (proof of non-receipt). It is unusual but not rare — foreign pension systems sometimes request it to rule out overlapping payments. If this is what you need, tell us and we will request this specific certificate from the SFR. It is issued just like a proof of pension amount, takes the same time, and costs the same.
Can I get the SFR certificate myself via Gosuslugi without a power of attorney?
You can if you are in Russia and have a Russian bank account linked to Gosuslugi. If you are abroad and do not have current access to Gosuslugi, a power of attorney is the fastest and most reliable method. We draft it, file it, and handle the SFR request end to end, so you do not have to manage the process from abroad.
Does the SFR certificate need an apostille for use in Germany, Israel, or my country?
It depends on the specific foreign office. Some pension authorities and banks accept a certified copy or scan without an apostille; others require the original document with an apostille attached. The safest approach is to ask your receiving authority whether they need an apostille, and then tell us — we can arrange it as part of your package if required.
Do I need a certified translation, or can I translate it myself?
Foreign pension offices and benefit agencies usually require an officially notarized translation. A translation you do yourself, even if accurate, is not recognized by foreign government offices or banks. We provide a notarized translation where a Russian notary certifies the translator's signature, which is the standard accepted abroad.
How long does the whole process take, from order to my hands?
Retrieving the certificate from the SFR via power of attorney takes 10 to 20 business days. Adding apostille adds a few business days, and adding translation another 3 to 7 days. Once finished, we email a certified scan right away, and the original travels by international courier, typically 2 to 5 weeks to the EU or US, depending on routing.
