A Russian police clearance certificate, called a “spravka o nesudimosti” (справка о несудимости), states that a person has no criminal record in Russia. Foreign employers, immigration offices, and universities often ask for one, with an apostille attached so the receiving country accepts it as genuine. If you are living outside Russia, you do not need to fly back to get one. We run the whole process for you and keep you updated at every step.

Usually straightforward, but timing matters

This is our longest process end to end — roughly 4-8 weeks including government processing and international courier delivery — and most destination countries treat the certificate as valid for only 3-6 months from its issue date. Order it too early and it may expire before you submit it.

Indicative only, based on typical cases we have handled — not a guarantee of acceptance. Requirements can vary by office and change over time; confirm with the receiving authority for anything time-critical.

How We Get Your Certificate, Notarized and Apostilled

  1. Order the certificate on Gosuslugi, or send us a power of attorney

If you have an active Gosuslugi account, you can submit the request for the e-certificate yourself and share the result with us. If you don't have access, or your account is tied to a Russian phone number you no longer use, you sign a power of attorney and we submit the request on your behalf.

  2. We receive the PDF certificate and its digital signature file

The Russian Ministry of Internal Affairs issues the certificate as a PDF with a separate digital signature file (.sig). This digital signature is what proves the PDF is authentic and has not been altered.

  3. A Krasnodar notary certifies the digital signature

A licensed notary in Krasnodar checks the .sig file against the PDF and certifies, in writing, that the digital signature is genuine and matches the document. This step turns the electronic certificate into a paper document a notary stands behind.

  4. The Ministry of Justice applies the apostille

Once the notary's certification is in place, the Krasnodar regional department of the Ministry of Justice attaches the apostille under the 1961 Hague Convention. This is the stamp most foreign authorities look for before they accept a Russian document.

  5. Scan sent immediately, original by courier

As soon as the apostille is attached, we scan the finished document and email it to you the same day. The original then goes out by international courier, so you have a working copy in hand while the paper original is in transit.

What We Need From You

  • Access to your Gosuslugi account (login and password), or a notarized power of attorney authorizing us to request the certificate on your behalf — see our Document Security page for how credentials and scans are stored and deleted; you can change your password the moment the request is filed, and many clients do
  • A valid passport or other government ID, matching the name in your Russian civil registry records
  • The country where you plan to submit the certificate, so we can check what that country expects from an apostilled Russian document
  • A mailing address abroad for courier delivery of the original apostilled certificate
  • A phone number, email, or Telegram handle so we can reach you with updates and questions

Order the Certificate Close to Your Submission Date

Most destination countries treat a Russian police clearance certificate as valid for 3 to 6 months from its issue date, not from the date of the apostille. If you request it too early, it may already be considered expired by the time you actually submit it. Tell us your submission deadline before we start, so we time the request through the official Gosuslugi state-services portal, the notary certification, and the apostille to land inside the window your destination country expects. If your plans change and the certificate expires, we can arrange a fresh one, but it means starting the process again from the beginning.

Frequently Asked Questions

Frequently Asked Questions

Can I get a Russian police clearance certificate from abroad?

Yes. You do not need to be physically present in Russia. You either request the e-certificate yourself through your Gosuslugi account, or you sign a power of attorney and we request it for you. We handle the notary certification and the apostille in Krasnodar and send you a scan by email, then the original by courier.

How do I apostille a Russian criminal record certificate?

First, the certificate has to exist as a signed PDF with a digital signature file (.sig) from the Ministry of Internal Affairs. A Russian notary then certifies that the digital signature is genuine, which turns it into a document a notary stands behind. Only after that certification can the regional Ministry of Justice attach the apostille under the 1961 Hague Convention. We handle both of these steps for you in Krasnodar.

Can I get a Russian police check for a visa or immigration application remotely, without traveling to Russia?

Yes. This is the most common reason clients use this service. We order the certificate, notarize the digital signature, and get the apostille while you stay wherever you are living. You never need to visit a Russian office in person.

How do I get a spravka o nesudimosti (certificate of no criminal record) while living outside Russia?

The certificate itself is issued electronically by the Ministry of Internal Affairs through Gosuslugi. If your Gosuslugi account is active, you can request it yourself and send us the PDF and .sig file. If you no longer have access, for example because your account was tied to a Russian SIM card you gave up, you sign a power of attorney and we request it for you instead.

How long is a Russian police clearance certificate valid once it's apostilled?

Most countries treat it as valid for 3 to 6 months from the date the certificate was issued, not the apostille date. Because of this, we recommend ordering it as close as possible to when you actually plan to submit it, rather than far in advance.

Do you also handle consular legalization, in case my destination country isn't part of the Hague Convention?

No. This service covers the e-certificate, the notary certification of the digital signature, and the Ministry of Justice apostille. Consular legalization is a separate process handled at your destination country's embassy or consulate, and it is not included in this package. Ask us before ordering if you are not sure whether your destination country requires an apostille or consular legalization.

What if I don't have a Gosuslugi account, or mine is inactive?

You sign a notarized power of attorney authorizing us to request and collect the certificate on your behalf. We draft the power of attorney, send it to you for signature, and use it to handle the Gosuslugi request ourselves once it is returned to us.

How long does the whole process take, from order to delivery?

Government processing, notary certification, and the apostille typically take 10 to 15 business days, and you get the scanned copy as soon as that step is done. If you also need the physical original, add international courier transit on top: that leg alone usually runs 2 to 5 weeks to the EU or US, since couriers often route through a third country. So plan on roughly 4 to 8 weeks total, door to door, for the original — the scan arrives much sooner.

How do I pay from the US or EU — is that allowed?

Your card payment is processed by Paddle, a UK/US merchant of record, in EUR or USD — you never send money to a Russian bank account, and you receive a standard EU/US-compliant receipt. Translation and document services of this kind are not restricted for private individuals. Clients in Russia pay separately by SBP or a ruble invoice.

We are not a Russian government agency. We assist with requesting the e-certificate, arranging notary certification of the digital signature, and obtaining the Ministry of Justice apostille through licensed professionals in Krasnodar. We do not perform consular legalization. International courier delivery of the paper original to the EU or US typically adds 2-5 weeks on top of the 10-15 business days of processing — roughly 4-8 weeks door to door in total, depending on Gosuslugi processing time, notary and Ministry of Justice schedules, and courier transit.
