Why Banks and Governments Ask for Russian Tax and Insurance Numbers
An INN (individual tax identification number) is issued and maintained by Russia’s Federal Tax Service (ФНС). Most Russian citizens, permanent residents, and foreign nationals working in Russia have one. Foreign banks and tax authorities often request an INN certificate to comply with international tax reporting rules (CRS, FATCA) and know-your-customer policies. A SNILS (insurance number) is managed by the Social Fund of Russia (СФР, formerly the Pension Fund). It is required for pension claims and sometimes referenced by visa officers or employers. If a foreign bank or government agency asks you for proof of your INN or SNILS, the most straightforward proof is an official certificate or statement of account issued by the Russian government agency that manages it — we can obtain and translate these for you.
Getting confirmations remotely is possible: an INN certificate can be obtained via the ФНС online portal (if you have access to your Russian tax account) or by submitting a power of attorney to the tax office. A SNILS confirmation comes from the СФР or a local social insurance office. We advise which route is workable for your situation, submit requests on your behalf using a power of attorney if needed, receive the official certificates or statements, and provide certified translations into the language of the receiving institution. Note that issuing a new INN or SNILS for someone who does not yet have one requires Russian registration and is not something we can do remotely — in that case, we advise case by case on your options.

My bank asks for my Russian tax number — which document proves it?
Your INN certificate is the official proof. It is issued by the Federal Tax Service (ФНС) and shows your INN, full name, and the date you were registered. If you have an existing certificate, send us a scan and we will translate it. If you do not have one, we can file a request on your behalf using a power of attorney, obtain the certificate from ФНС, and provide a certified translation.
What is the difference between SNILS and INN in plain words?
INN is your Russian tax identification number, issued and managed by the Federal Tax Service. SNILS is your Russian social insurance number, issued and managed by the Social Fund. Most Russian citizens have both. Your bank asking for proof of your tax status wants the INN. Employers and pension funds ask for the SNILS. Which one you need depends on what the requesting institution told you.
Can you get a fresh INN or SNILS certificate for me if I do not have one?
An INN certificate can be obtained if you have a valid INN (which most Russian residents and many long-term expats have). A SNILS certificate requires registration with the Social Fund, which usually happens through an employer or on registration in Russia. If you do not yet have a SNILS or INN, we advise case by case — you may need to register in Russia first, which is not something we can do remotely. Tell us your situation and we will be honest about what is possible.
Do I need an apostille on my INN certificate for bank KYC?
Usually not. A certified translation alone is often sufficient for bank compliance checks. However, some banks or in some countries do ask for an apostille on the notarized copy. We always ask the receiving institution what they need. If an apostille is needed, we add it at no extra charge if you are using our translation service.
How long does it take to translate a SNILS or INN certificate from a scan?
If you already hold the certificate and send us a scan, our translation usually takes 2 to 5 business days. If we also need to retrieve the certificate first using a power of attorney, add 10 to 20 business days for the Russian office to process and return the document. Courier delivery adds 2 to 5 weeks depending on the destination country.
Where do SNILS and INN confirmations come from, and can I check mine online?
INN certificates are issued by the Federal Tax Service (ФНС). If you have access to your Russian personal tax account (lichnyy kabinet), you may be able to download a certificate yourself. If not, we can request one on your behalf. SNILS certificates come from the Social Fund of Russia (СФР). You can sometimes check your SNILS number and status online if you have a Russian digital ID, but getting an official certificate for foreign use usually requires filing a request with your local СФР office, which we can do via power of attorney.
