The UAE recently joined the Hague Apostille Convention — here is what changed
The United Arab Emirates joined the 1961 Hague Apostille Convention only recently, around the end of 2022 and the start of 2023. This is a fairly new change, so it is worth understanding both sides of it. Before the UAE joined, every document from the UAE needed full consular legalization to be used abroad: the document was attested locally, then attested by the UAE Ministry of Foreign Affairs and International Cooperation (MOFAIC), and then legalized again by the Russian embassy or consulate. That was a multi-step, multi-office chain.
Now that the UAE has joined the convention, an apostille from MOFAIC is meant to replace that whole chain for documents going to other member countries, including Russia. In practice, MOFAIC runs an online attestation and apostille service that most people use to get the stamp. But because this is a recent change, some Russian offices, notaries, or embassies may still expect the older full legalization, or may not yet have fully updated their internal rules to recognize the new apostille. Because of this, we strongly recommend confirming the current requirement with the Russian notary, ZAGS office, or court handling your case, and with us, before you request either an apostille or legalization in the UAE.
A common case we see is a family with ties to the UAE and Russia, where a birth certificate issued by a local health authority — for example, the Dubai Health Authority for a birth in Dubai — or a marriage certificate needs to be presented to a Russian notary or ZAGS office. Another common case is a power of attorney signed in front of a UAE notary, naming someone in Russia to act on your behalf, often for an inheritance case. In every one of these cases, the apostille or legalization has to be added in the UAE first. We cannot add a UAE apostille or legalization from Russia; we only prepare a notarized translation into Russian of what you send us once it already carries one of these.
