Foreign banks and mortgage lenders ask for proof of your Russian income in three different ways: a 2-НДФЛ income certificate from your employer, a 3-НДФЛ tax return if you are self-employed, or a bank statement showing available funds. Here is what each one proves, who issues it, and how to get it from abroad.

A single question — “prove you have this income” — can be answered by three completely different documents, each issued by a different source and each proving something slightly different. When a foreign bank asks for proof of Russian income, they may mean your employment income, your self-employment earnings, or simply that funds are available in a Russian account. Knowing which document the receiving bank actually needs saves you a second order and weeks of waiting. This article explains what each document shows, who issues it, and how to obtain it without traveling to Russia.

What Foreign Banks Actually Ask For — And Why It Matters

A mortgage lender or a bank’s compliance team may ask for any of the three documents, or for more than one of them. What they ask for follows from what they are trying to establish: that you have steady employment income, that you declared self-employment or other earnings, or that money is actually sitting in an account you control. Which combination satisfies a particular institution is that institution’s own rule, set by its regulator and its internal policy, and we have no way to tell you in advance what a bank in another country will accept. Ask them in writing, get the list, and only then order — reordering a second certificate for a year nobody asked about is the most common avoidable expense on this whole route.

The 2-НДФЛ: Income Certificate From Your Employer

A 2-НДФЛ is issued by your employer and shows your employment income and the income tax withheld during one calendar year. Your employer files this certificate with the Russian Federal Tax Service (ФНС) each year — it is not something the tax office writes for you; the employer creates it and the ФНС receives it. The certificate names you, your employer, your annual salary, and your income tax. It answers one narrow question: how much did this person earn in employment income, and how much tax came off it. If you have worked for the same employer for several years, a lender may ask for certificates covering more than one year; how many years is the lender’s call, so ask before you order.

The 3-НДФЛ: Your Own Tax Return for Self-Employment Income

A 3-НДФЛ is not issued by an employer — it is your own personal tax return, filed by you with the ФНС. It typically covers self-employment income, freelance earnings, rental income, capital gains, or any other income you reported to the tax authority outside a regular salary. If you are a regular employee with only employment income, you do not file a 3-НДФЛ; your employer’s 2-НДФЛ is sufficient. But if you have income from multiple sources, are self-employed, or earn money from side work, the 3-НДФЛ proves those earnings to a foreign lender. You file and access your 3-НДФЛ through your ФНС personal account online; if you cannot get into that account from abroad, a copy can be requested on your behalf by someone acting under a power of attorney.

If you are self-employed, the 3-НДФЛ is usually the only document that shows your earnings at all, because there is no employer to issue a certificate. The difficulty is that a Russian tax return is an unfamiliar form to a foreign lender, so the translation has to be readable rather than merely literal: the line items keep their Russian designations, and the translation renders them so that the reader can see which figure is declared income and which is tax. Bank Statements: Proof of Funds, Not Income

A Russian bank statement is often requested alongside income certificates, but it answers a different question. A bank statement shows transactions and available balance in your Russian account — it demonstrates that funds exist, that you can access them, and how they move. It does not prove income directly; a bank deposit could come from a loan, an inheritance, a previous year’s savings, or any other source. However, some lenders want a statement to verify liquidity, especially if you are using funds from a Russian account toward a down payment or to demonstrate your financial position. When a lender asks for a bank statement, they are not usually asking for proof of income — they are asking “does this person have money available?”

A statement is usually the easiest of the three to get: most Russian banks let you download or order one from the online banking app, and some will send it by email. Whether the statement carries a bank stamp, and whether your lender wants one that does, is worth checking before you order anything — an unstamped PDF and a stamped branch-issued statement are not the same document to a compliance officer. Getting These Certificates From Abroad: The Practical Routes

All three types of documents — 2-НДФЛ, 3-НДФЛ, and bank statements — can be obtained without traveling to Russia if you know the right channels. A 2-НДФЛ comes from your employer’s HR department (who files it with ФНС) or directly from your ФНС personal account if you have access. A 3-НДФЛ can be filed and accessed through your ФНС personal account online. A bank statement comes from your bank’s online portal or by email request. The problem arises when you do not have access to one of these channels — your employer is slow to respond, you cannot set up a ФНС account from abroad, or your bank does not send statements internationally. In those cases, a power of attorney signed before a Russian notary or a Russian consular officer abroad becomes your route. Do income certificates need an apostille, or just a certified translation?

Neither we nor anyone in Russia can answer that for your lender. Some institutions are satisfied with a notarised translation; others want an apostille on a notarised copy of the certificate as well, and an apostille has to be arranged before the file leaves Russia, not after. Put the question to the lender in writing and forward us the answer — ordering the translation first and the apostille later means the document goes back to Russia and starts again.
