Why an Azerbaijani Document Still Needs a Russian Notary’s Certification
Being fluent in both Azerbaijani and Russian does not make a document acceptable to a Russian ZAGS office, court, bank, or the Federal Tax Service. Under Article 81 of the Fundamentals of Legislation on Notaries of the Russian Federation, a Russian notary certifies the signature of a translator who holds a recognized diploma and is registered with that notary’s office — the notary is not checking accuracy, only that the translator is on file. Azerbaijan and Russia are both parties to the CIS legal-assistance convention, so an apostille is often not required on an Azerbaijani civil-status document — but this varies by document and receiving office, so we confirm it with you before you order. Either way, the notarized translation itself still has to be produced inside Russia.
