How the translation is prepared
Georgian is written in its own alphabet, Mkhedruli, which has no shared letters with either the Latin or Cyrillic scripts, so names, places, and official terms have to be transliterated carefully and consistently with how they already appear on a person’s other Russian documents. For a document to be accepted by a Russian notary, ZAGS office, university, or other authority, the translation into Russian must be certified by a Russian notary, and Russian notary law requires that the translator be registered with that specific notary’s office. This is why a translation done informally, or by a translator not registered with the certifying notary, is often turned away — it is a procedural requirement, not a judgment on the translation’s quality.
